Nelozho borders the Upazhera, a tributary of the Cethora.[1] The Upazhera itself is property of the Prince of Thu-Cethor, as all tributaries are property of the local Prince, while the principal rivers in the Ethuveraz are property of the emperor.

There was a dispute concerning “rents and water rights and commonholding between the town of Nelozho; the estate of a minor noble house, the Dorashada; and the Prince of Thu-Cethor”, which led to Maia Drazhar's arbitration.[1] The “Witness for Nelozho Township and the representative of the Dorashada did not make eye contact with each other at all, each speaking past the other as if their enemy were not there”.[1] The Dorashada claimed the Upazhera and the surrounding land, a large part of which belonged to Nelozho. Nelozho “had been grazing their sheep on a pasture that belonged to the Dorashada, for which the Dorashada had not been fairly compensated. And both sides had been poaching in the Veremnet Preserve as well as treating the Upazhera as if it were commonheld.”[1] For some reason, waterwheels, fish farms, and bridges kept disappearing when the Prince of Thu-Cethor's circuit rider came to Nelozho.

Maia declared that all land in the disputed territory east of the Upazhera belonged to Nelozho Township in common, while the disputed territory to the west belonged to the Dorashada. Nelozho and the Dorashada were to work out a fair agreement for the use of the Forty Reach pasture, and both parties would “form a cooperative militia to patrol the Veremnet against the poachers and bandits which apparently haunt it.”[1] They would also equally commit funds to bridge the Upazhera, with tolls first going to bridge maintenance, and second to the relief of the poor of Nelozho.

For Maia's 19th birthday, the people of Nelozho sent him a signed letter "with nearly five hundred signatures", which was possibly nearly the entire township's population.[2]
